Program Director - NYC Shelter $75-85K

SUMMARY: The Program Director is responsible for the overall administration of a 140 bed men’s homeless shelter. Provides leadership for the day to day operation of the facility, as well as program accountability to ensure service goals are met or exceeded.


  • Oversees all program operations to ensure success of the program in meeting client needs.
  • Ensures compliance with DHS outcomes regarding placements, long term stayers, placement retention, facility standards, as well as Westhab’s performance and quality assurance measurements.
  • Oversees process, census, vocational services, case management, facilities and housing placement services.
  • Hires and reviews performance of all management staff.
  • Ensures operations are in compliance with regulatory requirements (State OTDA / DHS / Westhab).
  • Provides leadership and direction to management staff, including Director of Social Services, Facility Manager, Security Manager, and permanent housing placement staff ensuring support is in place to ensure the success of the shelter.
  • Interfaces with the community, neighborhood associations and other local service providers. 
  • Drives and monitors program results
  • Completes program status reports
  • Creates and monitor program corrective action plans when needed
  • On Call 24 hours/7 days a week
  • Other duties as assigned.


Master’s Degree preferred, Bachelor Degree required in human services or related field.  At least 4 years’ supervisory experience operating a DHS shelter is preferred.  Strong administrative skills and an understanding of residential operations required; Experience in program management and knowledge of OTDA and DHS regulations required. Proficient in working in CARES
